From what I remember, Superman gave Jimmy that signal watch after Jimmy had a time-travel trip to Krypton, where he was briefly Kal-El's babysitter, though Jimmy later lost his memory of the trip.

Maybe Superman figures that he'd better keep a close eye on anyone who changed his diapers as a baby.
