That looks like it's been done using one of those AI voice thingies. I saw one that can modify your voice in real time to sound like someone else's, and it's really believable - the Joe Rogan and Robert Downey Jr. templates in particular were pretty convincing. I don't know how to set it up locally (and it requires a high end videocard) and the web-based stuff is paid, but it would have been fun calling relatives on zoom and talking to them as Robert Downey Jr.
